What the data shows

By funding type: 372 non-profit-making, 130 private and 35 unclassified. An annual fee is published by 484 of the 537; fees run from HK$18,000 to HK$240,900, with a median of about HK$53,436. Of the 537, 350 join the Kindergarten Education Scheme (voucher). The oldest dates back to 1932; the newest opened in 2024.

How PN and N-class admission works

Pre-Nursery covers children roughly aged two to three, and it comes in two quite different forms. Standalone child-care centres are registered with the Social Welfare Department, while many kindergartens run an N-class alongside their K1 to K3 years. The two are governed by different bodies, so their fees, hours and application calendars do not line up.

There is no central allocation at this stage. Families apply directly to each school, and most schools open applications roughly a year before the child would start, with interviews or play-based observation sessions arranged shortly after. Because deadlines are set school by school, the practical risk is missing a window rather than failing an assessment.

When comparing, look past the headline fee: check whether the place is half-day or whole-day, whether the school joins the Kindergarten Education Scheme, and whether an N-class gives any priority for its own K1 intake. Some do, many do not, and the school's own admission page is the only reliable source.
